EPC: Engineering, Procurement, and Construction are the general terms of the international general contracting industry. Engineering: from overall planning to specific design, procurement: from professional equipment to building materials procurement, construction: from construction, installation to technical training. The fields involved include energy (traditional electricity, clean energy, etc.), transportation (railway, highway, etc.), and construction.


Compared with the traditional contracting mode, EPC general contracting mode has the following three basic advantages:

(1)Emphasizing and giving full play to the leading role of design in the whole construction process. The emphasis and play of the leading role of design in the whole engineering construction process is conducive to the continuous optimization of the overall scheme of engineering project construction.

(2) to effectively overcome the contradiction of mutual restriction and disconnection between design, procurement and construction, which is conducive to the rational connection of work at all stages of design, procurement and construction, and effectively realize the progress, cost and quality control of construction projects in line with the provisions of the construction contract, so as to ensure better investment benefits.

(3) the definition of the main body of quality responsibility for construction projects is conducive to the investigation of the responsibility for project quality and the determination of the responsibility for project quality.

Characteristics of the

Based on the above-mentioned basic advantages of EPC general contracting mode over traditional construction project contracting mode, its basic characteristics can be summarized as follows:

(一) in the EPC general contracting mode, the employer (owner) should not control the general contractor too strictly, but should give the general contractor more freedom to work in the construction of construction projects. For example, the employer (owner) should not review most of the construction drawings, should not check every construction process. What the employer (owner) needs to do is to know the progress of the project, whether the quality of the project meets the requirements of the contract, and whether the construction results can finally meet the functional standards of the construction project stipulated in the contract.

(二) the owner generally adopts two ways for the management of EPC general contract project: process control mode and post-supervision mode.

(1) the so-called process control mode refers to that the employer (the owner) employs supervision engineers to supervise all aspects of the general contractor's 'design, purchase and construction', and issues payment certificates. The employer (owner) is involved in the management of the project implementation process through the supervision of the supervision engineer in each link. This mode is adopted in the production equipment and design-construction contract conditions (1999 first edition) compiled by FIDIC.

(2) the so-called post-supervision mode means that the employer (owner) generally does not intervene in the management of the project implementation process, but is strict in the completion and acceptance process, and conducts post-supervision of the overall project implementation process through strict completion and acceptance. The design, procurement and construction contract conditions (1999 first edition) compiled by FIDIC adopts this mode.

(三)The general contractor of the EPC general contracting project shall be responsible for the whole process of 'design, procurement and construction' of the construction project, and for the quality of the construction project and the performance of all professional subcontractors of the construction project. That is, the general contractor is the first person responsible for the EPC general contracting project.
